5 <br /> PROPOSED ORDINANCE AMENDMENT <br /> ORDINANCE: ZONING ATLAS <br /> ZONING ORDINANCE <br /> REFERENCE: Economic Development District Design Manual <br /> ORIGIN OF AMENDMENT: Staff Planning Board <br /> BOCC X Public <br /> Other: <br /> STAFF PRIORITY RECOMMENDATION: X High Middle Low <br /> Comment: <br /> PUBLIC HEARING DATE: August 28, 1995 <br /> PURPOSE: To consider revision of the perimeter boundary of the I- <br /> 40/Old NC 86 Economic Development District, and <br /> provisions related to the 100 , perimeter buffer which <br /> applies to all ED Districts. <br /> IMPACTS/ISSUES: On January 17, 1995, the Board of Commissioners <br /> approved a 720-acre EDD in the vicinity of the <br /> I-40/Old NC 86 interchange. <br /> During the public hearing process, major issues of <br /> concern included whether or not certain areas <br /> should be included in the EDD, the boundary <br /> between Primary or Secondary Development Area, and <br /> the width of the buffer required along a portion <br /> of NC 86. <br /> Economic Development District Boundary <br /> One issue concerned whether or not a strip of <br /> properties along NC 86 adjacent to Cornwallis <br /> Hills should be included in the EDD. That issue <br /> was resolved on June 26, 1995, when the Board of <br /> Commissioners included the strip to the EDD and <br /> designated it as Primary Overlay Area. <br /> A second issue concerned two properties which are <br /> located only partially within the EDD. One of <br /> those properties is also split by the boundary <br /> between Primary and Secondary Development Area. <br /> • Hugh Moren, Jr. owns an 87-acre tract located in <br /> the northernmost portion of the northeast <br /> quadrant of the EDD. Almost all of the Moren <br /> property was included in the EDD, with exception <br /> of a small area containing about four acres <br />
