3 <br /> AGREEMENT BETWEEN <br /> ORANGE COUNTY GOVERNMENT AND UNITED WAY OF GREATER <br /> ORANGE COUNTY <br /> Introduction <br /> This agreement is entered between Orange County and United Way of Greater Orange County <br /> for the purposes of establishing a comprehensive information and referral service available for <br /> public and private, non-profit agencies and families in Orange County. The County has <br /> completed a feasibility study, in May 1995, which is presented in a report entitled, Orange <br /> County: Information and Referral. In addition, the County prepares the "Orange Book" <br /> which is an annual directory of services available in the county. The County has also designated <br /> funding for the development of an information and referral system in the Annual Budget for FY <br /> 1995-1996. As part of the preliminary recommendations outlined in I&R report, the County <br /> identified United Way of Greater Orange as the most appropriate agency to administer <br /> information and referral services for Orange County. On June 16, 1995, the United Way Board <br /> of Directors received a formal presentation regarding the County's proposal and endorsed the <br /> concept for the development of an I&R service to be administered by United Way of Greater <br /> Orange County. <br /> Contract Purpose <br /> This contract is entered into by The County and United Way of Greater Orange County for the <br /> purposes of developing and implementing a comprehensive, county-wide information and <br /> referral service which includes the overall supervision and administration of I&R services for <br /> Orange County. The County will assume full responsibility for overseeing the purchase of <br /> computer equipment for the I&R service(s). <br /> Cost <br /> The County agrees to provide United Way of Greater Orange County with funding in the amount <br /> of$50,000 from Smart Start to assist with start-up expenditures and the annual operating budget. <br /> Responsibilities <br /> The County will: <br /> 1) work with United Way of Greater Orange in identifying appropriate sites for locating <br /> computers throughout the County. <br /> 2) issue (quarterly or annual) payments for administering the I&R service to United Way of <br /> Greater Orange. <br /> 3) oversee purchases for all necessary computer equipment for the I&R system. <br /> 4) provide United Way with relevant information and referral resources which include; the <br /> "Orange Book" and all other county directories and databases, excluding confidential <br /> client information. <br /> 5) convene a project team for development of the I&R system with two representatives from <br /> United Way of Greater Orange. <br />
