1 <br /> ORANGE COUNTY <br /> BOARD OF COhI IISSIONERS <br /> Action Agenda <br /> Item No. c D <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: August 3, 1995 <br /> SUBJECT: First Responder Franchise Application <br /> DEPARTMCNT Emergency an ement PUBLIC HEARING YES NO x <br /> ATTACHMENT INFORMATION CONTACT <br /> Application Nick Waters, Ext 3030 <br /> TELEPHONE NUMBERS <br /> Hillsborough 732-8181 <br /> Chapel Hill %7-9251 <br /> Mebane 227-2031 <br /> Durham 688-7331 <br /> PURPOSE: To consider franchising request, in accordance with the provisions of the new <br /> EMS franchise ordinance, from Chapel Hill Fire Department providing first responder services <br /> in Orange County, <br /> BACKGROUND: In April 1993, the Board of Commissioners adopted an "Ordinance <br /> Regulating Emergency Medical, First Responder, and Rescue Services and Granting of <br /> Franchises and Contracts to the Operators in the County of Orange". <br /> Eight fire departments have been franchised to provide First Responder Services: Caldwell, <br /> Cedar Grove, Eno, Mebane, New Hope, North Chatham, Orange Grove, and White Cross. <br /> The First Responder Program consists of specially trained fire fighters in emergency medical <br /> basic life support techniques, that are dispatched to incidents to provide care until an <br /> ambulance arrives. This program is also being enhanced to provide early defibrillation m <br /> cardiac arrest cases. As pointed out during the Strategic Planning Process, immediate Cardio- <br /> pulmonary Resuscitation and early defibrillation are very effective ways to treat sudden <br /> cardiac arrests and greatly increase patient survival potential. <br /> Chapel Hill Fire Department will be providing first responder service within the town limits <br /> of Chapel IF L <br /> This first responder hwichise application was discussed by the EMS Advisory Council with <br /> no concerns or objections noted. EMS staff have reviewed the documentation required of <br /> applicant by the franchise ordinance, and find that the application for franchise is <br /> satisfactmily supported. <br /> RECOMEENDATION: The Manager recommends the Board approve the franchise for <br /> Chapel Hill Fire Department to provide first responder services. <br />
