Additional information is provided in the attached brochure. <br />Staff will provide any other information at the meeting, and the Boards can discuss this item as <br />necessary. <br />Attachment 6 — a — Comprehensive Plan Update Brochure <br />b) Hillsborough Area-Orange County Strategic Growth Plan Phase 11 <br />Interlocal Agreement Committee (IAC) <br />An Interlocal Agreement Committee (IAC) to assist staff and Clarion Associates on Phase 11 of <br />the Hillsborough Area-Orange County Strategic Growth Plan is underway. <br />Over the last few years, Orange County and the Town of Hillsborough have been jointly working <br />on a Hillsborough Area strategic growth plan or'Small Area Plan'. <br />• Plan for the future within the sustainability constraints of resources (natural, fiscal, and <br />public service) which are then programmed for location and intensity; <br />• Jurisdictional planning review guidelines to promote an efficient and coordinated orderly <br />pattern of growth - in this case, a cooperative planning agreement between the Town of <br />Hillsborough and Orange County; and <br />® Implementation strategy noted in Phase 1, but the actual regulatory land use and zoning <br />changes or interlocal agreements which are the next formal stage in Phase 11. <br />The Phase I Small Area Plan was approved on February 20, 2007 by the Board of County <br />Commissioners and previously by the Town of Hillsborough. An IAC composed of members <br />familiar with the Strategic Growth Plan process should result in less start-up time — a distinct <br />advantage given the Interlocal Agreement is targeted for the BOCCs May 19 Quarterly Public <br />Hearing. This phase includes an important focus on the peripheral area around Hillsborough <br />(i.e. the urban fringe and coordinated planning area in the 'middle' Eno watershed). <br />Staff will provide any other information at the meeting, and the Boards can discuss this item as <br />necessary. <br />No Attachments <br />c) US 70/Highway 57/Highway 86 <br />The Town of Hillsborough Strategic Growth Plan Phase 1, Churton Street Corridor Plan and <br />Cornelius Road Plan suggested that an Access Management Study (similar to the joint <br />town/county effort on Orange Grove Road) be undertaken in this general area. Such a study <br />would develop a master plan for access points and frontage roads, etc. to improve the traffic <br />capacity of the area and economic development opportunities as development continues. Joint <br />staffs are adding this to their 2008 work program. <br />Staff will provide any other information at the meeting, and the Boards can discuss this item as <br />necessary. <br />No Attachments <br />
