11 <br />public or private shall be made to the extent practicable. <br />Road construction shall at all times minimize around <br />disturbance and the cutting of vegetation. Road grades shall <br />closely follow natural contours to assure minimal visual <br />disturbance and reduce soil erosion and shall comply with <br />anv County or State regulations for the construction of roads. <br />If the current access road or turn around space is deemed in <br />disrepair or in need of remedial work to make it serviceable <br />and safe and in compliance with anv applicable regulations <br />as' determined at a site visit then the Application shall <br />contain a commitment by the applicant to remedy or restore <br />the road or turn around space so that it is serviceable and <br />safe and in compliance with applicable regulations. <br />f) In addition to the foregoing. applicants applying for permission to <br />-- <br />attach the first antenna to an approved wireless support structure <br />shall also provide the following: <br />11 A detailed narrative description and explanation of the <br />specific objective(s) for the new facility. expressly including <br />and explaining the purpose for the facility. such as coverage <br />and/or capacity technical reauirements and the identified <br />boundaries of the specific c~eoaraahic area of intended <br />coverage: <br />2) Technical documentation demonstrating that the facility is <br />designed to provide the service type and service coverage <br />needed primarily within the County. Such documentation <br />shall include a propagation study of the proposed site and all <br />adjoining planned, proposed or existing sites, that <br />demonstrates a significant gap in coverage and/or, if a <br />capacity. issue is involved. to include an analysis of the <br />current and projected usage (traffic studies) using generally <br />' accepted industry methods and standards so as to <br />conclusively prove the need for what is proposed. <br />3) All of the modeling information used to produce the <br />propagation studies including but not limited to any <br />assumptions made about ambient tree height; <br />4) A copy of the FCC license applicable for the intended use of <br />.the facility. as well as a copy of the five (5) and ten (10) year <br />build-out plan reauired by the FCC: <br />5) The freauency modulation and class of service of radio or <br />other transmitting eauiyment; <br />6) The maximum transmission power capability of all radios, as <br />designed, if the applicant is a cellular or functional eauivalent <br />carrier or the maximum transmission power capability. as <br />designed, of all transmission facilities if the applicant is not a <br />cellular or functional eauivalent carrier <br />
