2 <br /> Siting of a new sanitary landfill <br /> Developing and implementing a form of <br /> intergovernmental cooperation to finance and <br /> operate the new landfill and possibly, other solid <br /> waste management efforts <br /> Financing the acquisition and development of a new <br /> landfill <br /> Acquisition of the Neville tract or other source of <br /> cover soil <br /> The Landfill Reorganization working Group is in the <br /> process of developing recommendations for a structure <br /> to succeed the Landfill Owners Group, but it appears <br /> unlikely that those recommendations will be ready <br /> until, at least, the end of the calendar year. <br /> Therefore, the LOG is asking each governing body to <br /> consider an interim expansion of the current LOG, with <br /> the understanding that more fundamental and permanent <br /> changes will be made later. Each of the owners would <br /> be represented by two or three elected officials. <br /> Each owner would cast only one vote, but the <br /> additional members would help expand our perspective <br /> and bring the governing bodies closer to the <br /> development of final policy recommendations. <br /> Hillsborough would be invited to send another one or <br /> two representatives on the same basis that <br /> Hillsborough presently participates. <br /> The next meeting of the Landfill Owners Group is <br /> scheduled for June 29, directly after the Assembly of <br /> Governments meeting. The acquisition of the Neville <br /> tract is on the agenda. The meeting after that is <br /> August 16, with development of a process for dealing <br /> with the recommendation of the Landfill Site Search <br /> Committee. As can be seen, major decisions will be <br /> needed in the very near future. <br /> RECOMMENDATION: The Manager recommends the approval of this interim <br /> expansion of the LOG and that the Board appoint two <br /> Commissioners to serve. <br />
