She suggested that the dwellings along <br /> Old NC 86 could be office use which would be <br /> profitable but have a more pleasing appearance than <br /> some of the permitted uses., She also expressed <br /> support for daycare in economic development areas. <br /> Collins noted that daycare is included in secondary <br /> so it is not an issue. <br /> Barrows seconded the motion by Price. <br /> Howie expressed concern that such a small area would <br /> attract strip development. Due to the lay of the <br /> land, she felt that primary would encourage strip <br /> development. <br /> Waddell pointed out that Howie is a resident of <br /> Cornwallis Hills and referred to the State law <br /> regarding conflict of interest. Howie responded <br /> that she did not feel she had a conflict of <br /> interest. She was appointed as Hillsborough <br /> representative and her concern is Hillsborough. She <br /> expressed concern that so few comments were made <br /> regarding the impact of the development on <br /> Hillsborough. <br /> Barrows stated that there .should be a step-down <br /> between primary and residential and she felt the <br /> motion did address that concern. <br /> Walters stated that the Planning Board should <br /> consider compromise on each side and try to make a <br /> recommendation that would address as many concerns <br /> as possible. That was the reason for her suggestion <br /> that the list of permitted uses be discussed and <br /> voted on individually. <br /> Brown expressed agreement with Barrows' statement <br /> that there should be a secondary buffer around EDDs. <br /> VOTE: 5 in favor. <br /> 6 opposed. <br /> Adjournment time was reached. <br /> MOTION: Howie moved to extend the meeting to complete this <br /> item. Seconded by Allison. <br /> VOTE: Unanimous. <br /> The Board determined to review the list of permitted <br /> uses, vote on them individually and include the list <br /> and vote with the recommendation to the Board of <br /> Commissioners. <br />
