r
76
at "the good guy vs. the bad guy" , but look at the
issues. She felt that was the closest thing to fair
for everyone.
With no one else wanting to speak, Waddell closed
the public comments at 10:00 p.m.
Waddell noted that the Planning Board had several
options for recommendations to the Commissioners:
Primary I with none of the exclusions as proposed by
Staff; Primary Transition Overlay with exclusions as
proposed by Staff; Secondary; Modified Secondary;
or, some other recommendation addressing individual
uses as preferred by the Planning Board.
It was determined that a summary of the modified
secondary list was on page 120 of the agenda package
and that list is an attachment to these minutes on
page . Collins reviewed the list noting that some
primary uses had been added to secondary.
Waddell suggested that the Planning Board discuss
the modified secondary listing and the permitted
uses and send forward to the Commissioners a
recommendation including votes on the permitted uses
as listed in the agenda materials. The Board agreed.
Howie noted that the modified secondary had been
presented at public hearing. She noted also that
Commissioner Gordon had recommended secondary and
suggested that daycare be added to the list of
permitted uses.
Price asked about the difference between primary,
secondary and the overlay. Waddell responded that
secondary has fewer uses than primary and larger
setbacks. The overlay is between the two. The
modified secondary would fall somewhat between
secondary and overlay.
Walters suggested that the Board review the list of
permitted uses, compare the differences and
determine agreement/disagreement and vote on each
one. Waddell agreed that it was a good suggestion.
Price noted that she would propose secondary
expressing concern for what could happen in the
future and adapt it more to the residential area.
MOTION: Price moved approval of the modified secondary with
the addition of daycare.
Brown indicated that some of the permitted uses
presented by Staff are in conflict with the modified
