A
t
74
Bill Smith, Old NC 86 resident, stated that he also
owns a home in Cornwallis Hills. He stated that this
process began in May, 1992 and the residents of
Cornwallis Hills had given their approval until
November of 1993 when Ms. Soulier became involved.
Mr. Smith continued that a lot of the problems
began when a lot was cleared. He stated that the
public would not have access to Cornwallis Hills as
they feared. There will be fencing/wall to prevent
that. He expressed concern with being able to get
onto 86 from his driveway. He asked that the
Planning Board approve the recommendation of the
Planning Staff.
Vic Cunningham, resident of Cornwallis Hills, stated
that he lived at the end of a cul-de-sac adjacent to
the approved EDD. He expressed concern that the Old
NC 86 residents are talking dollars and intend to
sell and move and the residents in Cornwallis Hills
will be staying. He expressed concern with safety.
He noted that they are trying to create for
Cornwallis Hills the problems that they have now
with safety. He asked that Cornwallis Hills be given
the same consideration of other developments that
there be secondary development between the EDD and
them. He expressed concern that the Old NC 86
residents are only interested in selling and getting
big bucks for their property. He continued that the
clear cutting that Mr. Smith referred to was done by
Mr. Rippy in an area that should not have been cut
since it is in the creek bed/floodplain. He asked
that the Planning Board consider what is best for
Hillsborough and Orange County and recommend
secondary development rather than the proposal
presented by the Planning Staff.
Tony Whitaker, Cornwallis Hills resident, stated
that his lot adjoins the area being discussed. He
stated that Cornwallis Hills had written a letter
supporting economic development in the area south of
Cornwallis Hills, not the area that is now under
consideration. He said it is not exactly true that
the residents on Old NC 86 have given up 100 feet
of their property for a buffer. They cannot do what
they want to do now, the buffer is simply a
tradeoff.
James Rippy, Old NC 86 resident, explained that his
property was cut in two by the EDD. He stated that
he was cutting timber on his property and one of the
Cornwallis Hills residents complained that the
value of his property was cheapened due to the
timbering by Mr. Rippy. He indicated his response
was that he had owned the property for many years
