Ms. Williams expressed concern living <br /> between two major interstates such as I-85 and I-40. <br /> She felt there were sufficient buffer zones for <br /> Cornwallis Hills and asked the Planning Board to <br /> study and approve the recommendation by the Planning <br /> Staff noting again that she saw it as quality growth <br /> for the area. <br /> Billy Smith, resident on the corner of Oakdale Drive <br /> and Old NC 86, stated that a buffer zone has already <br /> been given to Cornwallis Hills; the Old NC 86 <br /> residents are all road frontage with no buffers. He <br /> indicated that no concessions have been made for his <br /> group. He felt the recommendation by the Planning <br /> Staff is as fair as anything could be for both <br /> groups concerned. He also noted he felt this would <br /> be the quality growth that is needed for this end of <br /> Hillsborough. <br /> Eric Lilly, Cornwallis Hills resident, expressed <br /> appreciation for the amount of time the Planning <br /> Board has worked on this issue. He noted that he did <br /> not wish to take anything away from anyone and <br /> stated he sympathized with the concerns of the Old <br /> NC 86 residents. He did not want to find himself in <br /> the same position that they are in. He felt that a <br /> secondary, without retail, would be fair and would <br /> give those residents the opportunity and profit to <br /> relocate in an area where they are not across from <br /> commercial properties. He expressed interest in <br /> preserving the quality of the neighborhood and the <br /> quality of Orange County. He also expressed concern <br /> for the safety of children in the area. <br /> Tom Horne, Old NC 86 Homeowners' Association, stated <br /> that he lives in Chapel Hill but owns three acres <br /> abutting the entrance to Cornwallis Hills. He noted <br /> that he had worked with Mr. Rashkis when he was <br /> developing Cornwallis Hills. He noted that nobody <br /> had asked for development; :he had not asked for <br /> Cornwallis Hills. At the same time, they did not <br /> present opposition. We must have growth and look to <br /> the future for balance. He :felt that emotions have <br /> become so involved that things cannot be looked at <br /> fairly and practically. He felt that the <br /> recommendation proposed by the Planning Staff is a <br /> fair and good compromise. He reminded developers of <br /> the fact that he had given a 100-foot buffer to give <br /> an entrance to Cornwallis. He also reminded <br /> Cornwallis Hills residents that the interstate <br /> highways were in place when they purchased their <br /> property and they do have buffers that the Old NC 86 <br /> residents do not have. <br />
