72 <br /> He stated that everywhere there is economic <br /> development, a large area of secondary separates it <br /> from residential except in this area. He felt there <br /> were still too many things in the proposal that <br /> would create safety risks. He noted that he felt <br /> secondary development is appropriate and fair and <br /> asked that the Planning Board recommend secondary <br /> rather than accept the proposal of the Planning <br /> Staff. He felt the other residents would realize <br /> substantial profit if the land was sold for <br /> secondary development. He felt that the concerns of <br /> the residents of Cornwallis Hills have not been <br /> addressed by the Planning Staff recommendation. <br /> Cindy Mihok, Cornwallis Hills resident, read a <br /> letter from Jo Soulier, president of the Homeowners' <br /> Association. Concerns were expressed regarding the <br /> fact that most areas have secondary development or <br /> open space between EDDs and residential development <br /> and requested the same for Cornwallis Hills. The <br /> concern was also raised that increased property <br /> values was the main concern of the residents of Old <br /> NC 86. The letter also expressed fear of strip <br /> development. The letter indicated that the 20 acres <br /> involved in the strip would be more beneficial as <br /> office space for professionals. Such a use would not <br /> create so much traffic and would keep more <br /> reasonable hours. <br /> Ms. Mihok referred to a newspaper article that had <br /> quoted one of the property owners on Old 86 that it <br /> was only fair that they be zoned Primary I since the <br /> land across the road had been zone Primary I. She <br /> expressed concern with the term "fair" . <br /> Richard Allison, Cornwallis Hills homeowner, <br /> referred to the January 17 work session and stated <br /> that he did not feel this was the compromise that <br /> was directed by the Board of Commissioners. He felt <br /> the Planning Staff recommendation did not address <br /> the concerns of Cornwallis Hills residents. He noted <br /> that Dr. Gordon had made a motion at the meeting and <br /> there was a second, to designate the area secondary. <br /> There were questions at that point and there was a <br /> charge to come up with a modified secondary. He felt <br /> that this recommendation was more a modified primary <br /> and did not address any of the concerns of <br /> Cornwallis Hills residents. He asked that the <br /> Planning Board go with secondary or the modified <br /> secondary as proposed by Cornwallis Hills residents. <br /> Laverne Williams, resident on Old NC 86, stated that <br /> she felt the land uses as presented by the Planning <br /> Staff are fair uses. She felt it was quality growth <br />
