70
discussed this issue it was stated that the
Ordinance Review Committee would be meeting to
discuss the issues. She expressed appreciation to
Collins for explaining the action taken by the Board
of Commissioners and the Town of Hillsborough at the
January 17 work session asking for Planning Staff
and Planning Board recommendation. Collins responded
that it was not the course of action Planning Staff
and Planning Board had recommended so it was a
learning experience when he sat in on the work
session.
Brown asked about the implication of the EDD on the
other side of the road and how that would change
everything. Collins responded that what is being
considered at this time is an overlay district for
the strip. If that were to be adopted by the Board
of Commissioners, it would have no impact on what
would come forward later such as the request that
the remaining portion of the Addison property be
included in the EDD. It has also been requested
that the Moren property across the street be
included in the EDD and all in one classification
rather than two. The other adjustment is the buffers
around an EDD. Those issues can be dealt with later
without affecting anything that may be recommended
from this meeting. Brown asked why Hillsborough
adopting the EDD affected anything across the
street. Collins responded that there would be no
need for a 100-foot buffer across the street from an
EDD, only a 25-foot buffer with landscape
requirements. The only adjustment of a buffer would
be along the road frontage.
Price asked if Old NC 86 would be widened to four
lanes. Collins responded that the Hillsborough
Thoroughfare long range plan is for Old NC 86 to
become four lanes at least as far as I-40 with a
center turn lane. The design manual calls for a
landscape median with turn lanes only at controlled
points. Price continued expressing concern with the
increase in traffic between I-85 and I-40. In
response to further concerns by Price, Collins
explained that the residents in the strip have
requested to be included in the EDD, while the main
concern of the residents in Cornwallis Hills is the
range of uses that would be permitted in the strip.
Price expressed concern with the recommendations
from the Planning Staff regarding retail and asked
what the Cornwallis Hills residents wanted. Collins
responded that they wanted it to be secondary, but,
that was not the desire of the Old NC 86 residents
living in the strip. He emphasized again that the
