70 <br /> discussed this issue it was stated that the <br /> Ordinance Review Committee would be meeting to <br /> discuss the issues. She expressed appreciation to <br /> Collins for explaining the action taken by the Board <br /> of Commissioners and the Town of Hillsborough at the <br /> January 17 work session asking for Planning Staff <br /> and Planning Board recommendation. Collins responded <br /> that it was not the course of action Planning Staff <br /> and Planning Board had recommended so it was a <br /> learning experience when he sat in on the work <br /> session. <br /> Brown asked about the implication of the EDD on the <br /> other side of the road and how that would change <br /> everything. Collins responded that what is being <br /> considered at this time is an overlay district for <br /> the strip. If that were to be adopted by the Board <br /> of Commissioners, it would have no impact on what <br /> would come forward later such as the request that <br /> the remaining portion of the Addison property be <br /> included in the EDD. It has also been requested <br /> that the Moren property across the street be <br /> included in the EDD and all in one classification <br /> rather than two. The other adjustment is the buffers <br /> around an EDD. Those issues can be dealt with later <br /> without affecting anything that may be recommended <br /> from this meeting. Brown asked why Hillsborough <br /> adopting the EDD affected anything across the <br /> street. Collins responded that there would be no <br /> need for a 100-foot buffer across the street from an <br /> EDD, only a 25-foot buffer with landscape <br /> requirements. The only adjustment of a buffer would <br /> be along the road frontage. <br /> Price asked if Old NC 86 would be widened to four <br /> lanes. Collins responded that the Hillsborough <br /> Thoroughfare long range plan is for Old NC 86 to <br /> become four lanes at least as far as I-40 with a <br /> center turn lane. The design manual calls for a <br /> landscape median with turn lanes only at controlled <br /> points. Price continued expressing concern with the <br /> increase in traffic between I-85 and I-40. In <br /> response to further concerns by Price, Collins <br /> explained that the residents in the strip have <br /> requested to be included in the EDD, while the main <br /> concern of the residents in Cornwallis Hills is the <br /> range of uses that would be permitted in the strip. <br /> Price expressed concern with the recommendations <br /> from the Planning Staff regarding retail and asked <br /> what the Cornwallis Hills residents wanted. Collins <br /> responded that they wanted it to be secondary, but, <br /> that was not the desire of the Old NC 86 residents <br /> living in the strip. He emphasized again that the <br />
