The creation of an entirely new zoning <br /> district (for example, Primary III) would require <br /> that the proposal be re-advertised and presented at <br /> a new public hearing. <br /> The proposed Primary Transition Overlay Area is <br /> described in the revisions to the Economic <br /> Development Districts Design Manual text and <br /> permitted use table (attachments to these minutes on <br /> pages ) and include exclusion of manufacturing <br /> and wholesale trade, rail/bus passenger shelters, <br /> clubs and lodges, libraries, non-profit recreational <br /> facilities, governmental uses, and hotels/motels. <br /> The NC Highway 86 property owners proposed to <br /> exclude all of these uses except hotels/motels. <br /> Limits on the hours of operation for any permitted <br /> nonresidential use to the hours between 6: 00 a.m. <br /> and 11:00 p.m. <br /> The Board of Commissioners asked that the Planning <br /> Board and Planning Staff deal with this issue and <br /> present a recommendation at the Board of <br /> Commissioners' meeting on June 26, 1995. <br /> Mary Willis and Ted Abernathy (Economic Development <br /> Commission) met and reviewed the history of the <br /> issue. He indicated it would be a <br /> primary development area with an overlay which <br /> restricts the number of permitted uses and <br /> establishes the limitation of hours of operation <br /> from 6:00 a.m. until 11:00 p.m. He reminded the <br /> Board that this recommendation applies only within <br /> this strip.
