I-40/01d NC 86 Economic Development District <br /> Presentation by Marvin Collins. <br /> This item is to consider an amendment to the <br /> I-40/Old NC Highway 86 Economic Development District <br /> (EDD) to include the area on the west side of NC 86 <br /> between Cates Creek and Oakdale Drive. <br /> On January 17, 1995, the Board of Commissioners <br /> approved a 720-acre EDD in the vicinity of the <br /> I-40/Old NC 86 interchange. The initial approval of <br /> the EDD did not include a strip on the west side of <br /> NC 86 between Cates Creek and Oakdale Drive, <br /> containing approximately 24 acres adjacent to <br /> Cornwallis Hills Subdivision. <br /> The owners of the property adjacent to NC 86 had <br /> asked that the land within this strip be included in <br /> the EDD, since the property was considered unsuited <br /> for residential use. The Cornwallis Hills property <br /> owners were concerned with the possible impacts of <br /> non-residential use, particularly on those lots <br /> adjacent to the EDD. <br /> Several meetings were held by the Cornwallis Hills <br /> homeowners and the NC 86 property owners. On January <br /> 11, 1995, representatives from both groups met with <br /> the Planning Director and the Economic Development <br /> Director in an attempt to develop an acceptable <br /> compromise. Although there was agreement on some <br /> points, a compromise solution was not reached. <br /> Both groups generally agreed that the properties <br /> along NC 86 should be included in the EDD. However, <br /> there was not agreement concerning the permitted <br /> uses. Cornwallis Hills residents favored designation <br /> of the area as Secondary Development Area. The NC 86 <br /> property owners favored designation of the area as <br /> Primary I Development Area. <br /> Insomuch as the affected property owners were unable <br /> to derive a solution, the Planning Staff recommends <br /> that the area north of Cates Creek be included in <br /> the EDD as Primary Development Area, subject to <br /> overlay standards (Primary Transition Overlay Area) <br /> which apply additional restrictions to minimize <br /> impacts on adjacent residential areas. The strip <br /> along NC 86 was advertised as Primary I area for the <br /> November 30, 1994 public hearing. Discussions with <br /> the County Attorney have indicated that the use of <br /> an overlay approach would not require a new public <br />
