64 <br /> 1 indicated that his concern was rezoning the area from Oakdale Drive to I- <br /> 2 40. _ <br /> 3 <br /> 4 Ted Abernathy indicated that the site plan submitted by Mr. <br /> 5 Stephenson to the Hillsborough Planning oard for the area in estlon <br /> 6 would require Primary I zoning. There would be one curb cut on Old 86 <br /> 7 and one additional access road on the east side. Most of the businesses <br /> 8 would front on the access road instead of Old Hwy 86. <br /> 9 <br /> 10 Commissioner Crowther asked why Hillsborough was not considering the <br /> 11 annexation of that strip of Orange County land at this time. <br /> 12 <br /> 13 Hillsborough Town Manager Eric Swanson indicated that the criteria <br /> 14 being used by the Town for involuntary annexation was that the parcel must <br /> is already be served by water and sewer and that property is not vet served. <br /> 16 <br /> 17 Pommissioner Halkiotis mentioned that across the street in the <br /> 18 County's jurisdiction, the land use is TI-t-e different. He indicated that <br /> 19 he was concerned about the lack of similar planning. <br /> 20 <br /> 21 Commissioner Smith stated that this area, along with the new Hwy 86 <br /> 22 area, would be the next logical areas for joint planning. Hillsborough <br /> 23 does want to preserve the entranceways, however, it is commercial <br /> 24 property. They do not want fast food restaurants or drive through <br /> 25 facilities. <br /> 26 <br /> 27 Ted Abernathy indicated that the Cornerstone facility, off of Valley <br /> 28 Forge Road, is approximately 25, 000 sq. ft. of flex-type buildings. <br /> 29 <br /> 30 WHERE DO THE COUNTY AND HILLSBOROUGH GO NEXT ON THE COOPERATIVE PLANNING <br /> 31 <br /> 32 Chair Carey mentioned the Stoney Creek Basin Planning Work Group on <br /> 33 which the Town of Hillsborough had recently declined participation. <br /> 34 Commissioner Lloyd mentioned that the Stoney Creek area was outside <br /> 35 of Hillsborough's planning jurisdiction. The meetings that were held in <br /> 36 that area last year regarding the University Station proposal were <br /> 37 difficult and unproductive. She stated that she did not feel that the <br /> 38 Stoney Creek meetings would be useful for Hillsborough Commissioners to <br /> 39 attend. <br /> 40 <br /> 41 Marvin Collins distributed the Charge that was developed for the <br /> 42 Stoney Creek Basin Planning Work Group which was approved by both the <br /> 43 Hillsborough and Orange County Boards. <br /> 44 <br /> 45 Mayor Johnson said that the last cooperative agreement with the <br /> 46 County left Hillsborough feeling that its hands were tied. For instance, <br /> 47 the County had to agree prior to the Town being able to act on proposed <br /> 48 annexations. Hillsborough is willing to cooperate but is not willing to <br /> 49 be restricted. In looking at the proposed plans in and around <br /> 5o Hillsborough, he would like to see consensus reached by everyone involved. <br /> 51 He suggested that the Planning Boards work together on a Comprehensive <br /> 52 Plan that would enable timely review and communication without <br /> 53 restrictions being placed on Hillsborough. <br /> 54 <br /> 55 Commissioner Lloyd asked what happened to the plan to form a <br />
