63 <br /> _ 1 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> AND <br /> 3 HILLSBOROUGH BOARD OF COMMISSIONERS <br /> 4 WORKSESSION <br /> 5 MARCH 15, 1995 <br /> 6 <br /> 7 The Orange County Board of Commissioners met in joint session with <br /> 8 the Hillsborough Town Commissioners on March 15, 1995 at 7:30 p.m. in the <br /> 9 meeting room of the Government Services Center, 200 South Cameron Street <br /> to in Hillsborough, North Carolina. <br /> 11 <br /> 12 ORANGE COUNTY BOARD OF COMMISSIONERS PRESENT: Chair Moses Carey, Jr. , and <br /> 13 Commissioners Don Willhoit, William L. Crowther, Alice M. Gordon, and <br /> 14 Stephen Halkiotis. <br /> 15 <br /> 16 HILLSBOROUGH TOWN COMMISSIONERS PRESENT: Mayor Horace Johnson and Town <br /> 17 Commissioners Evelyn Lloyd, Catherine Martin, Remus Smith and Richard <br /> 18 Simpson. <br /> 19 <br /> 20 ORANGE COUNTY STAFF PRESENT: County Manager John Link, Economic <br /> 21 Development Director Ted Abernathy, Planning Director Marvin Collins, <br /> 22 Planner Slade McCalip and Deputy Clerk to the Board Kathy Baker. <br /> 23 <br /> 24 Chair Carey convened the meeting and both he and Mayor Johnson <br /> 25 welcomed the participants. <br /> 26 <br /> 7 HILLSBOROUGH'S PROCESS/TIMEFRAME FOR IMPLEMENTATION OF PERFORMANCE <br /> .8 STANDARDS AND DESIGN CRITERIA RELATIVE TO I-40/OLD 86 ECONOMIC DEVELOPMENT <br /> 29 DISTRICT (EDD) NODE: Hillsborough's Town Manager Eric Swanson reported <br /> 30 that Ted Abernathy presented a report to the Hillsborough Planning Board. <br /> 31 The Town staff will make a recommendation to the Town Commissioners at the <br /> 32 April Quarterly Public Hearing. May is the earliest timeframe for <br /> 33 consideration by Hillsborough's Town Board. <br /> 34 <br /> 35 Commissioner Crowther mentioned that the qualifications for the <br /> 36 newest EDD district are equal to, or more stringent than, the new overlay <br /> 37 district that Hillsborough has adopted. He asked if Hillsborough has <br /> 38 implemented that overlay district. <br /> 39 <br /> 40 Commissioner Smith indicated that the board would review the area <br /> 41 from the EDD nodes at Old Hwy 86 and the I-4,3/Hwy 86 into Hillsborough. <br /> 42 The Town is very interested in preserving the entryways into Town. <br /> 43 <br /> 44 Commissioner Lloyd mentioned that there had been discussion about <br /> 45 including the property on which the Massage Parlor is located in the EDD <br /> 46 node at I-40/Hwy. 86. She also mentioned the possibility of extending the <br /> 47 node into the Cornerstone Park community. <br /> 48 <br /> 49 Commissioner Willhoit mentioned that one of the justifications for <br /> 5o re estin rezoning in the neighborhood at the Old Hwy 86 node was because <br /> 51 or e plans for the property across the road. Also if the road is <br /> '2 'Uidened widened it will impact on the setbacks etc. He asked about the prospects <br /> 3 for devero-pment along the road and if there is a need for the Coun Y o <br /> 54 rezone rom residential to business or will it be developed in such a <br /> ss manner that it will not have additional impacts on those residents.
