5� <br /> Waddell expressed concern with the possibility of <br /> insufficient water supply. <br /> Walters indicated she was not in favor of any kind <br /> of business using an alternative system. She very <br /> much favored public water and sewer services. <br /> Brown asked why public water and sewer is allowed in <br /> the other EDDs. Collins responded that the EDDs are <br /> in Transition Areas, and water and sewer extensions <br /> are allowed in transition areas. Collins continued <br /> that it was determined too restrictive to require <br /> mandatory extension of public water and sewer. <br /> MOTION: Jobsis moved that public water and sewer be made <br /> available throughout the EDD as recommended by the <br /> Planning Staff. Seconded by Walters. <br /> VOTE: 7 in favor. <br /> 1 opposed (Brown) . <br /> (Barrows left the meeting at 10 :30 p.m. ) <br /> Brown indicated she had more questions but since the <br /> motion has already been made she would pass her <br /> questions and concerns on to the Board of <br /> Commissioners. <br /> Brown continued that she had some questions about <br /> permitted uses and why day care and mobile homes <br /> were excluded. If anyone is interested in affordable <br /> housing, she could not understand excluding the one <br /> form of affordable housing that can be provided. <br /> She also expressed interest in pursuing a policy for <br /> the district to include an environmental analysis on <br /> an on-going basis and a fiscal impact how to get <br /> large businesses to bear the cost of solid waste <br /> disposal. She also wanted a cost-benefit analysis. <br /> She expressed concern about economics. She wanted to <br /> be sure that wages that would be paid by businesses <br /> in the district would at least meet the federal <br /> guidelines. <br /> She continued, expressing concern with the water use <br /> question. She would like to have information about <br /> the average water use for all of the new businesses <br /> in Cary. <br /> She stated that she was not in favor of public water <br /> and sewer extension below I-40. She also asked <br /> about the cost of running water and sewer lines <br /> under the interstate. Ted Abernathy responded that <br /> County Engineer Paul Thames had estimated $50, 000- <br />
