DEC-19-1994 12:44 <br /> 'F'T cu.cks <br /> RFATTOIr <br /> December 19, 1994 <br /> Mr. Marvin CoTTins,Director <br /> Orange County Planning Department <br /> 306-F Revere Rd. <br /> Hillsborough.N.C. 27278 <br /> Dear Mr. Collins: <br /> As the General Partner of Old 86 Limited Partnership.the developers <br /> of Cornwallis Hills Subdivision.I have watched ,with understandable <br /> intere4tjprogress of the rezoning of the I40-Old 86 Node from its <br /> present zone of AR and R-1 to ED-Economic Development District. I <br /> believe you are on the right path in this rezoning as Orange County <br /> does need more land available for economic development. <br /> I understand that your staff (and you) met with property owners in <br /> Cornwallis Hills,and the reports I have received are very poitive in <br /> regard to the considerations shown for the good and welfare of the <br /> Cornwallis Hills res i dents.However,there is one major concern expressed <br /> and I share that concern. <br /> Part of the rezoning plan includes the propert that borders Old 86 <br /> on the West side and adjacent to the entrance to Cornwallis Hills, <br /> both North and South of it. On the North side.the property extends <br /> a considerable distance in depth and therefore is adjacent to the rear <br /> lot lines of several of our residents. The use of this portion of the <br /> rezoned property therefore becomes a concern of those residents. It is <br /> also a concern of mine, as the developer,as we have a remaining 48 acres <br /> to develop and the entrance to the community is very importsnt when <br /> trying to attract buyers. An undesireable development on this particular <br /> property would be harmful both to the existing residents and to the <br /> developer for future buyers. <br /> If it is at all possible to prevent retail/strip development from taking <br /> place on this particular property and permit only uses that would need <br /> to use a large area with a ratio of open space to developed space ,so as <br /> to protect the adjacent propert owners,this would give the owners of those <br /> parcels some benefit from the rezoning without harming the neighbors in <br /> Cornwallis HiIls.present and future_ It may not be the maximum benefit <br /> they could getfrom rezoning.but it would certainly be- better than their <br /> present zoning.
