Rippy <br /> We would like to point out to you, as briefly as possible , our <br /> reasons for wishing to remain in the Primary I Development Area : <br /> I . The Town of Hillsborough has contr=ol of development <br /> from I-85 to Cates Creek on the East Side of Old NC <br /> Hwy. 86 , and it is all zoned commercial . We were told <br /> by Frank Ray, Chairman of the Town of Hillsborough <br /> Board of Adjustment, that they have no choice but to <br /> grant permits for commercial deveopment in that area . <br /> This was a result of our concerns for that Board ' s <br /> granting the permit to Cary Oil Company to build the <br /> Quickie Mart and Car Wash across the street from our <br /> homes . This means , until the Town of Hillsborough <br /> votes to also include that area in the Economic Devel- <br /> opment District, all requests for permits for commercial <br /> building will be granted because they are zoned for <br /> commercial development with no restrictions . This has <br /> greatly distressed all of us who have lived here for so <br /> many years with no commercial development closer than <br /> I-85 . <br /> 2 . In order to be competitive with the properties on the <br /> East side of Old NC 86 , we would greatly prefer to <br /> remain in the Primary I Development Area as recommended <br /> by the Work Group. At least under the Economic Devel- <br /> opment District Plan, controlled growth would take place <br /> in our area , and we would still be able to sell our <br /> properties to retail businesses , if we so desire, who <br /> would be in a better position to compete with the un- <br /> controlled commercial development across the road . <br /> You have to admit that it would not be fair to land- <br /> owners on the West side of the highway to have limited <br />
