14 <br /> CORNWALLIS HILLS NEIGHBORHOOD <br /> Interests and Proposal based on meeting January 19, 1995 <br /> Interests: <br /> 1) to get Hillsborough to adopt EDD Guidelines for the area within their Extra-territorial <br /> Jurisdiction (ETJ) so that its development matches development in area south of Cates Creek <br /> and on the west side of Old Chapel Hill-Hillsborough Road; <br /> 2)to get EDD zoning approval without having to return to the Board of County <br /> Commissioners and ask for another Public Hearing; expedite the process and work within the <br /> existing zoning classifications, potentially modified; <br /> 3) to ensure that the area along the west side of Old Chapel Hill-Hillsborough Road is included <br /> in the EDD, and that EDD Guidelines relating to landscaping, noise, light penetration, waste <br /> generation, site volume, etc are adopted for the area; <br /> 4)to protect and buffer the neighborhood from new non-residential development; <br /> 5) to ensure that noise from business development be contained within the buildings; <br /> b)to ensure the outside storage is prohibited; any storage outside of a fully enclosed building <br /> should be within a three-sided shed; <br /> 7)to ensure that a 100 foot buffer is maintained between existing neighborhood and new non- <br /> residential development, and between Lafayette Drive and new non-residential development; <br /> 8)to limit traffic into new non-residential development, particularly behind the buildings; <br /> 9)to ensure that businesses with a limited customer base (ie, by appointment) are developed <br /> rather than businesses that depend on attracting traffic driving by (this is meant to limit <br /> "uninvited" customers from simply "hanging around"); <br /> 10) to limit the creation of many roadway accesses for business use; to limit the potential for <br /> conflicting traffic patterns caused by too many driveways exiting onto Old Chapel Hill- <br /> Hillsborough Road; and <br /> 11)to encourage uses that do not depend on nighttime hours of operation or deliveries. <br /> Proposal: <br /> 1) add to the list of permitted uses in this area: <br /> - Animal Hospitals/Veterinarians <br /> -Building Contractors (no storage yards) <br /> -Plumbing, Heating, Electrical, and similar Trade Contractors (no storage yards) <br /> - Schools, elementary, middle, high <br /> -Funeral Homes <br /> 2) strongly encourage the consolidation of existing driveways, and/or the sharing of access <br /> roads between businesses;we suggest that the seven driveways that now exist between <br /> Lafayette and Oakdale Drive be consolidated to create 3 or 4 shared driveways; and <br /> 3) strongly encourage that development within this area be limited to having a minimum lot size <br /> of three (3) acres. <br />
