The initial approval of the EDD did not include a strip on the west <br /> side of NC 86 between Cates Creek and Oakdale Drive,containing approximately 24 acres adjacent <br /> to Cornwallis Hills Subdivision. <br /> The owners of the property adjacent to NC 86 had asked that the land within this strip be <br /> included in the EDD, since the property was considered unsuited for residential use. The <br /> Cornwallis Hills property owners were concerned with the possible impacts of non-residential use, <br /> particularly on those lots adjacent to the EDD. <br /> Several meetings were held by the Cornwallis Hills homeowners and the NC 86 property owners. <br /> On January 11, 1995, representatives from both groups met with the Planning Director and the <br /> Economic Development Director in an attempt to develop an acceptable compromise. Although <br /> there was agreement on some points, a compromise solution was not reached (see attached <br /> Mediation Session Summary). <br /> Both groups generally agreed that the properties along NC 86 should be included in the EDD. <br /> However, there was not agreement concerning the permitted uses. Cornwallis Hills residents <br /> favored designation of the area as Secondary Development Area. The NC 86 property owners <br /> favored designation of the area as Primary I Development Area. <br /> Inasmuch as the affected property owners were unable to derive a solution, the Planning Staff <br /> recommends that the area north of Cates Creek be included in the EDD as Primary Development <br /> Area, subject to overlay standards (Primary Transition Overlay Area) which apply additional <br />
