To authorize the <br /> County Manager to approve and submit the Section 8 Administrative Plan <br /> for the agency. <br /> BACKGROUND: The County Housing and Community Development Department <br /> presently administers the Section 8 Housing Voucher, Certificate and <br /> Moderate Rehabilitation Program for approximately 600 families in Orange <br /> County. Authority to administer this program is provided through an <br /> agreement with HUD known as an Annual Contributions Contract (ACC) for <br /> the aforementioned three different programs. The ACC provides funding <br /> for the provision of housing assistance payments for eligible <br /> participants according to HUD regulations. <br /> The term of the ACCS are approximately five (5) years. At the end of the <br /> term HUD provides replacement funds and requires the execution of another <br /> ACC for an additional five or more years. Over the past year, we have <br /> received replacement ACCs at approximately three different times during <br /> the year. It is anticipated that this will continue to occur in the <br /> coming fiscal year and in order to simplify this routine process, <br /> authorization for the Chair to execute these documents on behalf of the <br /> Board with the Attorney's approval is requested. <br /> Further, due to many changes in Program regulations it has become <br /> necessary to revise the Administrative Plan for the Section 8 Program. <br /> This document outlines the program management procedures which will be <br /> followed by this agency and must be approved by HUD. County staff is <br /> requesting that the County Manager be authorized to submit the revised <br /> document to HUD for approval as well as any necessary minor revisions in <br />
