1 7 <br /> systems shall continue to be dealt with by the Department of Environmental <br /> Management in concert with the County Health Department. The Town stands ready <br /> to aid in the resolution of emergency situations in a way that will not place an undue <br /> burden on its facilities or its existing customers. The Town will provide water and sewer <br /> utility services based upon "Long Term" Master Plans. "Short Term" initiatives to curb <br /> growth through withholding the provision of water and sewer service will be entertained, <br /> however, they will not be enforced until such time as they are voted, by the Town <br /> Council, as ammendments to the Master Plans. <br /> 6.
