3 <br /> RESOLUTION RESPONDING TO THE DECEMBER 14, 1994 REPORT OF THE ORANGE <br /> COUNTY PUBLIC WATER AND SEWER SERVICE AREA TASK FORCE <br /> WHEREAS, the County of Orange recognizes that well defined <br /> utility service area boundaries enable local governments and <br /> utility providers to develop realistic long term utility service <br /> plans, and <br /> WHEREAS, the County of Orange desires to eliminate or minimize <br /> potential conflicts arising from the failure to coordinate utility <br /> service areas with areas targeted for municipal annexation, and <br /> WHEREAS, the County of Orange recognizes that well defined <br /> utility service areas and policies complement the existing <br /> framework of land use plans embodied in the Joint Planning and <br /> Cooperative Planning agreements, and <br /> WHEREAS, the Orange County Board of Commissioners, in <br /> concurrence with the governing boards of Carrboro, Chapel Hill, <br /> Hillsborough and OWASA, has appointed two of its members to serve <br /> on a task force charged with developing recommendations as to <br /> utility service area boundaries and as to agreements addressing <br /> objectives which may be correlative to those boundaries, and <br /> WHEREAS, the Orange County Public Water and Sewer Service Area <br /> Task Force has completed its original charge and submitted a report <br /> which contains the proposed utility service area boundaries and <br /> provides an outline of objectives which OWASA believes to be <br /> correlative to utility service area boundaries, <br /> NOW, THEREFORE, BE IT RESOLVED THAT THE ORANGE COUNTY BOARD OF <br /> COMMISSIONERS: <br /> 1 . Endorses the utility service area boundaries as proposed <br /> by the Orange County Public Water and Sewer Service Area Task Force <br /> and as shown in the task force ' s December 14, 1994 report and, <br />
