The <br /> task force-composed of representatives of the governing <br /> boards of Orange County, Chapel Hill, Carrboro, OWASA and <br /> Hillsborough - was created to develop a proposal defining <br /> water and sewer service areas based on the broad policy <br /> objectives of the various boards and intergovernmental <br /> planning agreements. The task force was charged with <br /> developing, if possible, comprehensive service area <br /> agreement (s) for consideration by the governing boards. <br /> The proposed service area boundaries, agreements, etc. , <br /> were to be outlined within a report developed by the task <br /> force and submitted to the governing boards for review, <br /> comment and approval by the boards after public hearings. <br /> It was also anticipated that, upon completion of the <br /> initial round of discussions, extended discussions <br /> involving the City of Durham, Mebane and the Orange- <br /> Alamance Water System would follow. <br />
