8 <br /> Services (case management, transportation, etc.) are allocated at 100% from HUD and do <br /> not require any local match. <br /> We have been told by HUD representatives that the first round of grants funded by <br /> the Supportive Housing Program are safe and that the money has been set aside for the <br /> non-profits which were awarded funds. We have also been told that both organizations <br /> would be eligible for continuing allocations in years 1999-2000. If HUD is dismantled, <br /> Supportive Housing money will then be passed on to the states for reallocation. Our <br /> chances for funding from the North Carolina Housing Finance Agency or the Office of <br /> Economic Opportunity(likely state revenue sources) are significant since we already <br /> receive support from both agencies for this project and other services. <br /> If there comes a time that we must become dependent on other sources for funding <br /> for this project, we would look for other means for operating our three residences such as <br /> combining local dollars, as shown above, with the use of larger numbers of volunteers, <br /> VISTA personnel or other resources which might become available. We would probably <br /> cut our services budget unless we could leverage additional support for case managers <br /> from funding sources such as Smart Start. <br /> IFC and the Coalition for Battered Women have an excellent reputation and <br /> experience for diversifying its cash and in-kind support for our programs. The majority of <br /> our funds come from individuals and congregations, not public agencies. Both <br /> organizations receive financial support from the Orange County United Way and a number <br /> of foundations. Project Home Start has been enthusiastically received because of the <br /> services provided to children and families. Both organizations expect new and existing <br /> donors to contribute to this project because we are involved in transitional housing <br /> services and because both groups are coordinating and sharing services which reduce <br /> costs. <br /> Attachments: <br /> Project Home Start Construction Budget <br /> Site Plan <br /> Floor Plan <br /> 5 <br />
