5 <br /> 6. Zoning Process: <br /> IFC and the Coalition have kept both County and Town officials regularly <br /> informed as we begin the modification process of the existing conditional R5 zone to <br /> allow for the use of these transitional housing residences. At the request of the IFC, the <br /> Town of Chapel Hill has agreed to waive all permitting fees and to expedite the zoning <br /> process. We expect all zoning requirements to be approved by January of 1996. Along <br /> with IFC/Coalition officials, members of county and town planning departments and <br /> administrative staff have had several meetings so these matters can be properly <br /> coordinated. <br /> 7. Road Access: <br /> It was suggested on February 6th that the three transitional housing residences <br /> be accessed by a service road off the main entrance drive to the Southern Human Services <br /> Center. IFC and the Coalition for Battered Women have suggested a different proposal <br /> which we believe will be less costly for the project. A series of meetings between county, <br /> town and project officials to explore the possibility of a different access point off of <br /> Homestead Road have been held to consider our request. Most recently, a May 19th <br /> meeting involving the county and town managers, other staff, IFC and project architects <br /> was held. At that time it was decided that the IFC should submit the site plan it feels <br /> comfortable with. There are four primary reasons why we believe the access to Home <br /> Start residences should be off Homestead Road. They are: <br /> a). An access drive off of Homestead Road would save $20,000 in capital costs <br /> which we would have to raise from the community. <br /> b). Access off of Homestead Road would allow for full utilization of the site <br /> avoiding unnecessary clearing or tree removal. <br /> c). We wish to avoid the Recourse Conservation District that is directly to the east <br /> of the site. <br /> d). We believe that a service road leading to the transitional residences would <br /> increase security risks for residents and staff. It would be better for our project <br /> not to have this type of traffic connection to other facilities on the <br /> campus. <br /> 3 <br />
