5 <br /> the Orange-Durham Coalition for Battered Women explained that an anonymous donor <br /> had offered their organization a piece of property at the northern end of the county. <br /> Coalition leaders were undecided at that time whether to accept the offer or co-locate with <br /> the 1FC on county property. . Since our meeting with you, the Coalition's Board of <br /> Directors agreed to locate their residence on the three acre county site for a number of <br /> reasons. The primary reason is that the specific location at the Southern Human Services <br /> property is more geographically centered to serve its population and their needs. Other <br /> reasons include the economic benefits for constructing all three residences at the same <br /> location. Finally, co-location with the IFC would provide the opportunity for both <br /> organizations to share resources, staff and volunteers that could better meet the needs of <br /> participants. <br /> 3. Lease Agreement: <br /> A 15 year lease agreement has been drafted by Pam Jones and the county <br /> attorney which has been reviewed by IFC's legal council (see attached draft agreement). <br /> 4. Safety and Security Plan: <br /> After meeting with a number of County Human Services Department heads, it <br /> was suggested that the IFC and Coalition contact Bill Griffin of Brendan Associates who <br /> are already consulting with the county about safety and security issues for facilities and <br /> staff. <br /> We have since met with Bill Griffin who has agreed to consult with our organizations and <br /> GGA Architects regarding safety measures that should be considered for the three <br /> transitional residences (lighting, communications, equipment and staffing needs, etc.). In <br /> addition, we will use operational funds to contract with Brendan Associates to conduct <br /> extensive safety training for all new staff and key volunteers once operations begin. This <br /> training will help staff consider good safety and security policies for the transitional <br /> residences. In addition, staff will learn some appropriate ways for implementing these <br /> policies, such as establishing regular inter-residential communications or enforcing security <br /> procedures for visitors. IFC and the Coalition will also have the option of identifying <br /> certain staff who can be trained as trainers so future staff can be trained when they are <br /> hired. ,. <br /> 5. Architectural Plans and Construction Costs: <br /> Attached is the site plan(being submitted to the Town of Chapel Hill) and floor <br /> plan which has been designed by GGA Architects and reviewed by a joint design <br /> committee including both organizations and the Emergency Family Shelter and Support <br /> Task Force. Detailed floor plans are being prepared for review by appropriate committees <br /> and boards involved in the Chapel Hill zoning modification. We have attached a detailed <br /> construction budget prepared by our architect for your information. <br /> 2 <br />
