4 <br /> Memorandum <br /> Date: May 26th, 1995 <br /> To: John Link, County Manager <br /> From: Chris Moran, Director, IFC Community House <br /> Becky Auman, Director, Orange-Durham Coalition for Battered Women <br /> Re: Project Home Start Update <br /> I would like to thank you and your staff for all of the support and cooperation <br /> given to both of our organizations during the implementation stages of Project Home <br /> Start. From our perspective we are involved in a meaningful public/private relationship <br /> which we hope will last for many years to come. <br /> The purpose of this memorandum is to bring you and the Orange County Board of <br /> Commissioners up to date about our progress since our meeting with the Board on <br /> February 6th, 1995. <br /> On February 6th, the Orange County Board of Commissioners requested that the <br /> Inter-Faith Council and the Orange-Durham Coalition for Battered Women return to the <br /> Board of Commissioners with a specific report detailing the progress of Project Home <br /> Start. The Board of Commissioners also asked that certain questions be answered about <br /> long-range financial planning, a joint lease arrangement between the county and the IFC, <br /> and site plans pertaining to the three acre parcel. The following information should <br /> provide all of the necessary details about these areas. <br /> 1. Second Submission Requirements: <br /> HUD has received and approved all second submission paperwork requirements <br /> including construction estimates, budgets for services and operational costs, fundraising <br /> needs and plans, and details about our lease arrangement with Orange County. HUD will <br /> give final approval to the IFC when there is site control (a formal lease) and when the <br /> balance of the capital funds are in hand On May 25th members of the IFC and Orange- <br /> Durham Coalition for Battered Women met in Greensboro with HUD officials to learn <br /> about HUD financial reporting requirements, how construction and operational funds can <br /> be reimbursed, program participant documentation and other information critical to the <br /> approval of architectural plans and bidding procedures. HUD assured us that funds for <br /> Project Home Start are safe and will not be reallocated for other purposes./ <br /> 2. IFC / Coalition Collaboration: <br /> It was always the intention of the Orange-Durham Coalition for Battered <br /> Women and the IFC to share property and co-locate our three transitional housing <br /> residences.
