ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: February 19, 2008 <br />Action Agenda <br />Item No. 4--L <br />SUBJECT: Sportsplex HVAC Equipment Replacement <br />DEPARTMENT: Purchasing PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />INFORMATION CONTACT: <br />Pam Jones, 919-245-2652 <br />PURPOSE: To consider approval of a change order proposal requested by Orange County <br />regarding the repair and replacement of existing mechanical systems equipment , in the <br />Sportsplex. <br />BACKGROUND: In December of 2005, the Board approved the purchase contract for the <br />Sportsplex facility, with a condition that certain funds would be escrowed for future equipment <br />maintenance needs for the facility. These escrowed funds ($300,000) were in exchange of a <br />lower purchase price. Additionally, the Board agreed to subsidize the operation of the <br />Sportsplex under the management of Recreation Factory Partners (RFP) should that need arise. <br />In September 2007, the Board approved a Construction Manager at Risk agreement with <br />Resolute Building Company. The Agreement included a Guaranteed Maximum Price for the <br />Senior Center, the Adult Day Health Center and the renovations of the Sportsplex. The system <br />replacement is not directly related to the construction of the Central Orange Senior Center and <br />Sportsplex Renovation,. However, the manner in which the work is carried out, coupled with the <br />urgency of replacement of one of the units, makes it optimal timing to complete the work during <br />the construction process. <br />Prior to the Board's decision to construct the Senior Center and Sportsplex modifications, <br />County Staff and RFP began examining the need to perform major repairs and replacements of <br />the Pool area air conditioning units. These are specialized systems that manage an air volume <br />that is populated with chemicals, high humidity, and other matter that are only associated with <br />commercial pool operations. These units were in mind during the County's successful <br />negotiation of the escrowed maintenance funds built into the Purchase and Sale Contract for the <br />facility. A thorough analysis recommends that one of these units be serviced and one replaced. <br />The optimal time for this work is during the construction period, since the specialized trades are <br />already on site working on the general project. <br />FINANCIAL IMPACT: The amount for this additional work is $377,022, and includes the pool <br />unit work as well as two conventional air handling units within the Sportsplex that are best <br />replaced during construction.
