Planning Board Comments <br />On May 20 of this year, the Board of County Commissioners (BOCC) authorized the Planning <br />staff to proceed with this multi - department /advisory board review of private road, access and <br />trail system standards with respect to Comprehensive Plan Goals and Objectives, and develop <br />amendments for consideration. <br />BACKGROUND: <br />The 2014 Work Plans for both the Orange Unified Transportation Board (OUTBoard) and <br />Planning Board identify the need to review private road and access standards as contained <br />within the UDO. <br />The OUTBoard reviewed this item on April 16 and August 20, 2014; the Planning staff <br />reviewed this issue with Department of Environment, Agriculture, Parks and Recreation <br />( DEAPR) staff on June 16, 2014, and with Emergency Services staff and the Fire Chief <br />Council on July 9, 2014; and the Planning Board reviewed this item on September 3, 2014. A <br />summary regarding the review and analysis to date are provided in Attachment 1, under <br />Section B Rationale 2. Analysis <br />The Fire Chief Council comments are outlined within Attachment 1, as part of the analysis of <br />what concerns can be addressed within the UDO. The Draft Goal and Objectives for <br />Emergency Access to Trail Systems at Orange County Parks developed by DEAPR and the <br />Planning staff, and endorsed by the Planning Board is provided in Attachment 3. A summary <br />of the Planning Board's comments are provided in Attachment 4. <br />
