The protects every <br />person of this state and nation from the infringement of basic human and civil rights; and the <br />freedoms of speech and association and theright to due process and equal protection of the <br />Bill of Rights <br />law, as embodied in the , are a model for democratic institutions and laws all over <br />the world. <br />FINANCIAL IMPACT: <br />None <br />RECOMMENDATION(S <br />): The Manager recommends the Board adopt the Proclamation <br />regarding the Bill of Rights Day and authorize the Chair to sign the Proclamation. <br /> <br />
