She <br />14 <br />asked if the taxes will be handled the same way the hotel taxes are handled, where some <br />15 <br />monies go to the Visitors Bureau. <br />16 <br />John Roberts said these are the occupancy taxes, and the same restrictions will apply. <br />17 <br />He said these are just occupancy taxes that have notpreviously been collected by the <br />18 <br />companies <br />19 <br />20 <br />Amotion was made by Commissioner Rich,seconded by Commissioner Price to <br />21 <br />authorizethe Chair to execute an agreement with the Towns of Carrboro, Hillsborough, Chapel <br />22 <br />Hill and various Online Travel Companies (“OTCs”) for the collection and remittance of certain <br />23 <br />occupancy taxes. <br />24 <br />25 <br />VOTE: UNANIMOUS <br />26 <br />27 <br />7.Regular Agenda <br />28 <br />29 <br />a.Community Home Trust Request to Amend Operational Procedures <br />30 <br />The Board consideredapproving proposed procedural changes by Community Home <br />31 <br />Trust. <br />32 <br />Bonnie Hammersley reviewed the following information as outlined in the abstract: <br />33 <br />34 <br />The Community Home Trust (CHT) is an affordable housing provider whose clientele includes <br />35 <br />first-time homebuyers earning less than 80 percent of the area median income with subsidy <br />36 <br />from the federal HOME program. In May 2014 CEO Robert Dowling submitted a letter <br />37 <br />addressed to the Town of Chapel Hill, the Orange County Board of Commissioners and the <br />38 <br />Orange County HOME Consortium proposing procedural changes to its operations. The <br />39 <br />proposal addresses two (2) issues: <br />40 <br />1. Homebuyers’ limited access to financing; and <br />41 <br />2. CHT’s difficultly in selling homes. <br />42 <br />43 <br />CHT asserts that its homebuyer mortgage funding from the NC Housing Finance Agency will be <br />44 <br />exhausted in 2015, making it necessary to identify alternative funding sources. To address this <br />45 <br />issue, CHT is proposing to allow lenders to secure their investment with a fee simple interest. <br />46 <br />Currently, CHT can only grant a leasehold interest in the home as collateral. This leasehold <br />47 <br />interest secures the home, but not the land upon which the home is situated. Mr. Dowling <br />48 <br />asserts that this form of collateral attributes to there being only one bank in the region that is <br />49 <br />willing to extend financing to its buyers. While a fee simple interest could potentially result in a <br />50 <br />lending institution foreclosing on the home and the property, CHT homebuyers have never <br /> <br />
