2 <br />1 <br />Commissioner Dorosin said he wanted to check in on hisresolution regarding the <br />2 <br />placement ofimmigrant childrenin schools. <br />3 <br />Bonnie Hammersleysaid she will check on this and get back to theBoard. <br />4 <br />Commissioner Gordonread the following petition: <br />5 <br />6 <br />Petition -Global Climate Change -Oct. 21, 2014 <br />7 <br />8 <br />Petition that the Board of County Commissioners consider for adoption at one of its regular <br />9 <br />meetings in November (November 6 or 18) a resolution concerning global climate change which <br />10 <br />outlines reasons for concern about climate change andincludes action statements endorsing <br />11 <br />ways that Orange County can "think globally and act locally," both as a local government and as <br />12 <br />individuals who live in Orange County. <br />13 <br />14 <br />I would like to help provide the wording for such a resolution. <br />15 <br />16 <br />Submitted by Alice Gordon <br />17 <br />18 <br />19 <br />4.Proclamations/ Resolutions/ Special Presentations <br />-NONE <br />20 <br />21 <br />5.Public Hearings <br />22 <br />a.North Carolina Department of Transportation Rural Operating Assistance Program <br />23 <br />(ROAP) Grant Application for FY 2015 <br />24 <br />The Board conducteda public hearing for the NCDOT Rural Operating Assistance <br />25 <br />Program (ROAP) grant and consideredapprovingthe annual FY 2015 ROAP grant application <br />26 <br />and certified statementand authorizingthe Chair, Manager and Finance Officer to sign. <br />27 <br />Peter Murphy said this is an annual program,andthe amount isslightly lower this year <br />28 <br />due to the change of the County’s urban status. He said more of the territory is urban, so it is <br />29 <br />expected that more funding will come from other sources in the future. <br />30 <br />He reviewed the following information from the abstract: <br />31 <br />32 <br />Background: The North Carolina Department of Transportation, Public Transportation Division <br />33 <br />designates Rural Operating Assistance Program (ROAP) funds each fiscal year to Orange <br />34 <br />County. ROAP consolidates the Elderly/Disabled Transportation Assistance Program (EDTAP), <br />35 <br />the Employment Program (EMPL), and the Rural General Public (RGP) Program into a single <br />36 <br />application package. These ROAP funds allow Orange County to continue providing the above <br />37 <br />mentioned programs from July 1, 2014 through June 30, 2015. The amounts being made <br />38 <br />available for each respective program for FY 2015 are: <br />39 <br />40 <br />Program Amount <br />41 <br />Elderly/Disabled Transportation Assistance Program (EDTAP) $73,344 <br />42 <br />Employment Transportation Assistance Program (EMPL) $30,893 <br />43 <br />Rural General Public Program (RGP) $70,085 <br />44 <br />TOTAL <br />$174,322 <br />45 <br />46 <br />Commissioner Dorosin asked for an explanation ofthe employment transportation <br />47 <br />assistance program. <br />48 <br />Peter Murphy said it is an assistanceprogram to get people to work training programs <br />49 <br />that will potentially place them into jobs. He said it mostly involves running vans or buses. He <br />50 <br />said if the funding for this is not exhausted it is rolled into either of the other two categories. <br /> <br />
