He said the County and the developer negotiated the creation of an emergency <br />26 <br />access lane tobe utilized by fire department and emergency services in the event of that the <br />27 <br />road ever becomes impassable. <br />28 <br />Terry Borland, the applicant from Summit Designs, said he is here to answer questions. <br />29 <br />Commissioner Rich asked for anexplanation ofhow a road gets accepted into the <br />30 <br />Department of Transportation (DOT)secondary road program. <br />31 <br />Michael Harvey saida permit is issued by the DOT to construct the road. He said there <br />32 <br />are inspections during construction of the road to certify that the road is being constructed to <br />33 <br />the appropriate standard, and the DOT then certifies that the road has been completed in <br />34 <br />accordance with that standard. He said once development begins on the roadway, the <br />35 <br />applicant offers the road to the DOT, who then accepts it. He said the Board will be asked in <br />36 <br />the future to allow for this road to be included in the public road system. He said this will come <br />37 <br />once residences are constructed. He said this is actually based on the density and number of <br />38 <br />houses that are installed. <br />39 <br />Commissioner Rich askedabout the fire district and the fire insurance rates. <br /> <br />
