1 <br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: December 1, 2014 <br />Action Agenda <br />Item No. 6 -h <br />SUBJECT: Cedar Grove Community Center Roof Replacement Bid Award <br />DEPARTMENT: Asset Management Services, PUBLIC HEARING: (Y /N) No <br />Finance <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Construction Agreement, Bid Tabulation Jeff Thompson, (919) 245 -2658 <br />and Certificate of Insurance Clarence Grier, (919) 245 -2453 <br />David Cannell, (919) 245 -2651 <br />PURPOSE: To: <br />1) Award a bid to Muter Construction of Zebulon, North Carolina, in the amount of $445,660 <br />for replacement of the roof on the Cedar Grove Community Center; <br />2) Authorize the Chair to sign the necessary paperwork upon final approval of the County <br />Attorney; and <br />3) Authorize the County Manager to execute change orders for the project up to the project <br />budget. <br />BACKGROUND: The Board authorized the Manager to proceed with the design and <br />construction bid solicitation for the Cedar Grove Community Center as part of the FY2013 -14 <br />Capital Investment Plan. A key part of this project is replacement of the roof that was installed <br />on the facility in 1994 and is past its useful life. In conjunction with the designer of the <br />community center renovation project, MBAJ Architecture /Boomerang Design, it was deemed <br />beneficial to replace the roof prior to the overall community center renovation project. <br />Competitive bids from four firms were opened on November 13, 2014. After review of the bid <br />documents by County staff and the project designer, Fifth Wall Buildings Diagnostics <br />Consultant, of Raleigh, North Carolina, the bid from Muter Construction of Zebulon, North <br />Carolina, was determined to be the lowest responsive, responsible bidder for this project (See <br />Attachment, "Bid Tabulation "). <br />The attached "Construction Agreement over $250,000 ", was prepared by the County Attorney <br />and will govern the project. <br />Should the Board of County Commissioners award the bid, the roof replacement project will <br />begin in December 2014 and will be completed by March 2015. <br />
