Gordon, Earl McKee, Bernadette Pelissier, Renee Price and Penny Rich <br />16 COUNTY COMMISSIONERS ABSENT: <br />17 COUNTY ATTORNEYS PRESENT: James Bryan, Staff Attorney <br />18 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Assistant County <br />19 Managers Clarence Grier and Cheryl Young and Clerk to the Board Donna Baker (All other <br />20 staff members will be identified appropriately below) <br />21 CARRBORO BOARD OF ALDERMEN MEMBERS PRESENT: Mayor Lydia Lavelle and <br />22 Aldermen Bethany Chaney, Randee Haven - O'Donnell, Michelle Johnson, Sammy Slade, <br />23 Jacquelyn Gist, and David Andrews, Town Manager <br />24 CARRBORO BOARD OF ALDERMEN MEMBERS ABSENT: Damon Seils <br />25 <br />26 Welcome /Introductions and Opening Remarks (Carrboro Mayor Lydia Lavelle and BOCC <br />27 Chair Barry Jacobs) <br />28 <br />29 Chair Jacobs called the meeting to order at 7:04 p.m. <br />30 Introductions were made. <br />31 <br />32 1. Update on Southern Branch Library — Carrboro Partnership <br />33 Jeff Thompson said there is a timeline included in their packets. He reviewed the <br />34 following background information: <br />35 <br />36 On May 13, 2014 the Board of County Commissioners (BOCC) authorized staff to engage in <br />37 negotiations with Main Street Partners of Chapel Hill ( "Main Street ") regarding the potential <br />38 Southern Branch Library location adjacent to the 300 Main Street development located in <br />39 Carrboro. At its October 21, 2014 regular meeting, the BOCC will consider authorizing the Chair <br />40 to execute a non - binding Letter of Intent with regards to a potential Orange County Southern <br />41 Branch Library. <br />42 <br />43 Should the BOCC authorize this non - binding Letter of Intent, the estimated timeline regarding <br />44 the project activity is noted below. It is still planned that as the process for the new Southern <br />45 Branch Library goes forward the staff will begin preparation for the closure of the two (2) current <br />46 locations and the transfer of operations, services and staff. For at least the last 10 years the <br />47 Library, County, the Town of Carrboro has maintained a mutually beneficial partnership in <br />48 providing library services to the residents of Carrboro. While the County has always funded the <br />49 majority of operating funds, the Town has given the Carrboro McDougle Library an annual <br />50 contribution of $4000 that primarily goes towards new materials for the collection.
