Upon the Chair's signature, the SUP will be <br /> recorded with the Orange County Register of Deeds. <br /> Highlights of the SUP are as follows: <br /> • Any contemplated construction on the site must begin by June 23, 2019. The approved <br /> SUP has a 25-year life, expiring on June 23, 2039; <br /> • The SUP allows up to 300,000 square feet of floor area (61,750 square feet already exist), <br /> and up to 600 new parking spaces (258 already exist) on the approximate 33.2 acre site; <br /> • The SUP requires the clustering of buildings to achieve walkability, visibility, and connections <br /> while maximizing the preservation of undisturbed areas; <br /> • Recordation of the SUP document will consolidate all previously approved Special Use <br /> Permits for this site, and replace those with this singular document; <br /> • Town staff is authorized to approve plans and issue permits in accordance with this SUP <br /> — no further approvals needed from Town Council; <br /> • Prior to any construction, the Chapel Hill Community Design Commission needs to approve <br /> building elevations, site lighting, and the location/screening of HVAC equipment; <br /> • Orange County must provide a progress update to the Town Council every five years (the <br /> first update will be scheduled during the fall of 2019); and <br /> • The Traffic Impact Analysis will need to be updated in 2020 and 2030. <br /> Jeff Thompson said this converges three existing SUP's — Southern Human Services <br /> Center, Project Home Start, and the Seymour Center— into one set of development guidelines. <br /> Commissioner Gordon said she is glad this has come to fruition. She said this is a key <br /> part of the County's ability to provide services in the southern part of the County. She referred <br /> to the map and asked about changes to the road in the development area of the Seymour <br /> Center. She asked if it is understood that additions can be made to the roads around the <br /> Seymour Center and the Southern Human Services Center. <br /> Ken Redfoot said yes. He said the additions and modifications are included in the <br /> number. He said this is addressed in the overall document. <br /> Commissioner Gordon thanked staff for this. She said this process has taken a long <br /> time, but this is a fabulous opportunity to put all County functions on one campus in the <br /> southern part of the county. <br /> Commissioner Pelissier echoed Commissioner Gordon's comments. She asked what <br /> constitutes beginning construction, and what this really means. <br /> Jeff Thompson said there will be a permitting process through the community design <br /> committee to receive a building permit and begin clearing the land. He said the infrastructure <br /> project in 2015-16 would constitute the beginning of construction. <br /> Commissioner Rich asked where the maximum height of 4 stories came from. <br /> Ken Redfoot said this was determined while working with the Town staff. He said the <br /> County gave them options, and elevations were done across the site. He said everyone <br /> concluded that four stories was the best height. <br /> Commissioner Price asked if this is also tied to the capabilities of fire trucks. <br /> Ken Redfoot said that was not a consideration. <br /> A motion was made by Commissioner Gordon, seconded by Commissioner Rich for the <br /> Board to authorize the Chair to execute the Special Use Permit governing the Southern <br /> Orange County Government Services Campus issued by the Town of Chapel Hill. <br /> VOTE: UNANIMOUS <br />
