On Tuesday, February 26, 2008, the Animal Services Department will work with information <br />provided from the Department of Social Services to offer a free spay or neuter to thirty pets that <br />may not otherwise be sterilized. Funds for these services will be taken from the newly created <br />Community Spay/Neuter Fund, designed to help deliver affordable surgeries to pets with owners <br />that may not have the means to sterilize their pets, as well as educate the public on the problem <br />of pet overpopulation and how to work as a community to solve it. <br />The Orange County Animal Services Department has also planned outreach and educational <br />activities surrounding "Spay Day USA" to further inform the public of the problem of pet <br />overpopulation and help offer low-cost solutions to those that may not otherwise have the <br />means to spay and neuter their pets. <br />FINANCIAL IMPACT: While the resolution has no financial impacts, the events planned for <br />"Spay Day USA" here in Orange County will involve spaying and neutering animals through a <br />contractual agreement with North Carolina's Pet Overpopulation Patrol (POP NC). The base <br />fee will be between $1,500 and $1,934 depending on the number of animals, with additional <br />fees applied for dogs over 60 pounds and/or difficult surgeries. Staff does not expect the total <br />costs to exceed $2,500 and all expenses will be covered by funds from the Community <br />Spay/Neuter Fund, which was created in 2007 to address the issue of pet overpopulation in the <br />County. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the proposed <br />resolution and authorize the Chair to sign it.
