On Tuesday, February 26, 2008, the Animal Services Department will work with information
provided from the Department of Social Services to offer a free spay or neuter to thirty pets that
may not otherwise be sterilized. Funds for these services will be taken from the newly created
Community Spay/Neuter Fund, designed to help deliver affordable surgeries to pets with owners
that may not have the means to sterilize their pets, as well as educate the public on the problem
of pet overpopulation and how to work as a community to solve it.
The Orange County Animal Services Department has also planned outreach and educational
activities surrounding "Spay Day USA" to further inform the public of the problem of pet
overpopulation and help offer low-cost solutions to those that may not otherwise have the
means to spay and neuter their pets.
FINANCIAL IMPACT: While the resolution has no financial impacts, the events planned for
"Spay Day USA" here in Orange County will involve spaying and neutering animals through a
contractual agreement with North Carolina's Pet Overpopulation Patrol (POP NC). The base
fee will be between $1,500 and $1,934 depending on the number of animals, with additional
fees applied for dogs over 60 pounds and/or difficult surgeries. Staff does not expect the total
costs to exceed $2,500 and all expenses will be covered by funds from the Community
Spay/Neuter Fund, which was created in 2007 to address the issue of pet overpopulation in the
County.
RECOMMENDATION(S): The Manager recommends that the Board approve the proposed
resolution and authorize the Chair to sign it.
