ORANGE COUNTY <br />ASSEMBLY OF GOVERNMENTS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: November 19, 2014 <br />SUBJECT: Solid Waste Advisory Group (SWAG) Update <br />DEPARTMENT: Board of Commissioners <br />ATTACHMENT(S): <br />A) Urban Curbside Recycling Single <br />Stream Tonnage Report <br />B) Meeting Summaries — Available at <br />http: / /oranpecountync.pov /recyclinp/ <br />AdvisoryGroup.asp <br />Action Agenda <br />Item No. 3 <br />PUBLIC HEARING: (Y /N) No <br />INFORMATION CONTACT: <br />Bonnie Hammersley, 919 - 245 -2300 <br />1 <br />PURPOSE: To receive an update from the SWAG regarding solid waste issues confronting <br />Orange County; the towns of Carrboro, Chapel Hill and Hillsborough; and the University of <br />North Carolina at Chapel Hill. <br />BACKGROUND: At the June 3, 2014 BOCC meeting, the Board created a multijurisdictional <br />task force to articulate, investigate, and propose collaborative solutions for solid waste issues <br />confronting Orange County; the towns of Carrboro, Chapel Hill and Hillsborough; and the <br />University of North Carolina at Chapel Hill. <br />The Solid Waste Advisory Group (SWAG) consists of 10 members: eight (8) elected officials <br />consisting of two (2) each from the County and each of the towns; one (1) from the University of <br />North Carolina; and one (1) from the UNC hospital system. <br />The charge to the group at the outset was to define the nature, scope, and timing of the solid <br />waste issues to be considered, including but not limited to- <br />* an interlocal agreement on solid waste; <br />• reducing solid waste that is not recycled; <br />• recycling opportunities and services; <br />• siting a transfer station or landfill within the county; <br />• supporting public education on solid waste issues; <br />• construction and demolition waste; <br />• assuring long -term partnership of the entities involved through an interlocal agreement <br />on waste handling and disposal; <br />• addressing equitable funding and mechanisms for establishing fees and making future <br />joint decisions; <br />
