In the agreement, Orange County agrees to <br />turn over ownership and operation of any utility infrastructure built in the agreement's <br />designated service area to the City of Mebane. In this sense, the County is acting as a <br />developer of this designated growth area, building a framework of water and sewer <br />infrastructure from which future development can grow. <br />The Buckhorn- Mebane Phase 2 Utility project was completed in September 2014 at a total <br />project cost of approximately $5.1 million. The project was funded by Article 46 Sales Tax <br />Revenue and is intended to provide a backbone of water and sewer infrastructure for an area <br />that has been designated for development for many years but had no utility infrastructure <br />readily available. Before the project was complete, the Morinaga Corporation announced it <br />would be locating a candy production plant in an area which flows to a portion of gravity sewer <br />line constructed as part of this project. Additionally, the water line for this project has already <br />been put into service providing a loop through the Buckhorn development area which increases <br />available water volume and pressure. A map of the project is shown in Attachment 1. The <br />next step is to transfer ownership to the City of Mebane. <br />The water and sewer infrastructure installed by the County as part of this project and the <br />associated easements are the property of the County. Per the interlocal agreement, this <br />property must be transferred to the ownership of the City of Mebane. This transfer of property <br />needs to be approved by the BOCC.
