Solid Waste Issues <br />5 CFE Interest in the Direction the County Will Go In Handling Solid Waste; Support <br />6 of the `New Solid Waste Advisory Group (SWAG) <br />7 Jan Sassaman said when the Solid Waste Advisory Board (SWAB) phased out a couple <br />8 of years ago, a lot of the solid waste issues came before the CfE, and the group began to make <br />9 some recommendations. <br />10 He said at this point, given the changes that have happened and the formation of the <br />11 Solid Waste Advisory Group (SWAG), the CfE has an interest in understanding what the Board <br />12 is thinking and how the CfE can assist them. He suggested that a couple of the Commissioners <br />13 could attend the next CfE meeting to discuss this. <br />14 Chair Jacobs suggested that Commissioner Rich could give an update on where the <br />15 SWAG stands. <br />16 Commissioner Rich said the group has met several times, and they are still working on <br />17 an interlocal agreement. She said other issues will be prioritized after the interlocal agreement <br />18 is completed. She said it has been a very detailed process, and there will be some discussion <br />19 of finances at the next meeting. She said UNC and UNC Hospitals are at the table and seem <br />20 interested in partnering with them. <br />21 Chair Jacobs noted that a report will be given at the Assembly of Governments meeting <br />22 on November 14tH <br />23 <br />24 CFE Interest in Diverting More Food Waste from the Solid Waste Stream Through <br />25 Composting (Attachment 5) <br />26 May Becker said the CfE Air and Energy Committee has put together a resolution <br />27 regarding diversion of solid waste food waste from the landfill, and they would like the Board of <br />28 County Commissioners to consider adopting this. She said the resolution specifically <br />29 addresses commercial food waste. <br />30 She asked the Board of County Commissioners to ask the solid waste department to <br />31 expand their commercial collection of organic food waste. She said a lot of the waste is being <br />32 trucked away, but a lot of the material is organic and can be re -used and treated so that it does <br />33 not occupy more space. She said this organic waste could be taken away from landfill and be <br />34 composted. She said there has not been a lot of controversy around this, and she asked the <br />35 Board to adopt this resolution. <br />36 Chair Jacobs said once the County gets past the recycling program discussion there is <br />37 an interest in discussing this in their work group. He said this is one of the low lying fruits in <br />38 solid waste, and he hopes the advisory group will tackle this. He said it is a breakthrough to <br />39 have the university partners at the table. <br />40 Commissioner Price said this gets back to the issue of education and awareness. She <br />41 said many commercial establishments are already using vendors to collect their food waste, <br />42 and this needs to be publicized more. She said this might make other farmers more interested <br />43 in moving this along. <br />44 Chair Jacobs said the chancellor is very interested in the idea of being a zero waste <br />45 university. <br />46 Commissioner Rich asked if anyone in this group attended the food council meeting. <br />47 She said if not, someone may want to contact them about participation on the proposed ad hoc <br />48 committee. . <br />49 Jan Sassaman expressed appreciation to the Board on behalf of the CfE for their <br />50 willingness to listen and provide input. <br />
