Katz <br /> continued that he felt spreading the costs of <br /> Planning and Inspections over the entire county <br /> hurts rather than helps the analysis. Waddell <br /> agreed that it was an under-estimate. <br /> Ed Holloway, owner, asked why he was not informed <br /> at the Concept Plan stage about the road being <br /> a loop road rather than two cul-de-sacs. Reid <br /> also expressed concern about the road. He <br /> understood the reasoning, but, still felt it to <br /> be unclear. <br /> MOTION: Jobsis moved approval of the Preliminary Plan for <br /> Eno Woods Subdivision as presented by the <br /> Planning Staff excluding changing the cul-de- <br /> sacs to a loop road. Seconded by Allison. <br /> Howie expressed concern that a loop road would <br /> create more traffic. She felt the safety issue <br /> would be better addressed with the two cul-de- <br /> sacs. <br /> Brown asked if EMS's safety concern was the only <br /> reason that Staff recommended a loop road. <br /> Cameron responded that it made easier access and <br /> did not result in having people cut off during <br /> an emergency. Brown continued asking about the <br /> inconsistency referred to in Pleasant Green <br /> Woods. Willis responded that there were 102 lots <br /> on the original concept plan. Only one phase has <br /> been completed. The overall design included <br /> access onto another public road. <br /> Jobsis stated that there would always be issues <br /> between EMS and the Police/Sheriff's Department <br /> (EMS favoring the loops and Sheriff's Department <br /> favoring cul-de-sacs) . She felt it was <br /> legitimately a judgment call and even though she <br /> realized it is controversial, she would prefer <br /> the cul-de-sacs. <br /> Waddell stated he would be more comfortable with <br /> the cul-de-sacs if the connection to Pleasant <br /> Green Road was made. Jobsis responded that she <br /> felt the loop road would cause more traffic. <br /> Waddell noted that he felt the stubout to <br /> Pleasant Green Road was far into the future. <br /> Consequently, access to the subdivision will be <br /> through Durham County and take longer to reach <br />
