He also expressed concern that this <br /> requirement for the loop road was not mentioned <br /> at the Concept Plan stage. <br /> Brown expressed concern with septic lines on <br /> easements and the responsibility for septic <br /> systems. Cameron responded explaining how septic <br /> lines may cross the power easement noting that <br /> Duke Power has provided guidelines regarding the <br /> allowable uses of such easements. Brown continued <br /> expressing concern with the responsibility for <br /> septic tanks location and maintenance. <br /> Willis clarified that there are no requirements <br /> from the Health Department that the septic <br /> system be close to a house, it is very likely, on <br /> large lots, that the septic system will be <br /> remote. This is not the same thing as a septic <br /> easement where disposal of effluent occurs on a <br /> different lot. <br /> Brown asked how one would know the location of <br /> the septic system. Willis responded that off- <br /> site systems are surveyed on the plat so the <br /> location is known; however, on-site systems are <br /> not surveyed on the plat. The owners, as well as <br /> the Health Department, keep records on the <br /> location. Brown continued expressing concern <br /> that future purchasers (second, third owners) <br /> would be unable to locate the system. Willis <br /> responded that information is usually found <br /> during the process of buying, the loan process <br /> and deed search. <br /> John Hartley, who installs septic tanks, stated <br /> that risers are now required for septic tanks. <br /> This makes the location very visible and the <br /> fields can be very easily seen from the riser. <br /> Jobsis expressed concern that River Park had been <br /> approved with more lots on a cul-de-sac than Eno <br /> Woods. She asked the rationale for the <br /> inconsistency. Cameron responded that EMS may not <br /> have reviewed River Park Subdivision yet. Willis <br /> noted that there are no specific provisions for <br /> the number of lots on a cul-de-sac. The concern <br /> of EMS is that all of the lots can be accessed in <br /> the event of an emergency. Topography, shape of <br /> the lot can affect the road system. She noted <br /> that it is somewhat a judgment call in trying to <br /> balance all the factors. <br />
