39' <br /> The Planning Staff recommends approval of the <br /> Preliminary Plan for Eno Woods Subdivision with <br /> public roads constructed to State standards and <br /> the conditions contained in the Resolution of <br /> Approval (copy an attachment to these minutes on <br /> pages ) . <br /> Cameron presented a map prepared by Environmental <br /> Health Soil Scientist, Jerry Stimpson, which <br /> indicated the areas of suitable soils for septic <br /> systems. Brown asked about the number of off-site <br /> septic systems and the response was that none of <br /> the systems would be off-site. Brown continued <br /> that this did not seem to be very suitable soil <br /> for septic systems. Cameron responded that this <br /> was about average for Orange County. Brown asked <br /> why such maps are not provided for other <br /> subdivisions. Cameron responded that the map was <br /> prepared for this subdivision because of the <br /> number of steep slopes, drainageways, and <br /> irregular lot shapes to determine if the tract <br /> was more suitable for a cluster subdivision. It <br /> was determined, based on the soils map, that <br /> larger lots would be the best way to develop <br /> this subdivision rather than cluster. The map <br /> helps to realize how scattered the suitable soils <br /> are on this particular tract. <br /> Brown asked if the Board could continue to see <br /> such maps with future subdivisions. Cameron <br /> responded that such a request would have to be <br /> presented the Environmental Health Division of <br /> the Health Department. She noted that such maps <br /> involve a lot of work and are only done in <br /> special situations when more extensive evaluation <br /> is needed. <br /> Jerry Gambill, agent, expressed agreement <br /> with all of Staff's requirements except the <br /> requirement for the loop road. He noted that the <br /> original Concept Plan contained 42 lots. This has <br /> now become 34 lots due to locations of soils. <br /> He noted agreement to combine lots 12 and 13. <br /> Mr. Gambill continued that he felt the <br /> Preliminary Plan as proposed meets the Orange <br /> County ordinance requirements. He noted also that <br /> there are a number of cul-de-sacs throughout <br /> developments in Orange County. He requested that <br /> the Planning Board approve the plan as submitted <br /> with requirements as proposed by the Staff with <br /> the exception of making the two cul-de-sacs into <br /> a loop road.
