0 <br /> D a 38 <br /> subdivided and would then be the responsibility <br /> of the owner/developer of the adjacent tract. <br /> Cameron referred to a map which illustrates the <br /> location of another proposed subdivision on the <br /> east side of Pleasant Green Road (an attachment <br /> to these minutes on page ) which could <br /> provide the western end of the connecting road. <br /> Such a connection would improve access by the Eno <br /> Volunteer Fire Department and other emergency <br /> services while also allowing easier access to the <br /> west for subdivision residents. <br /> Agency comments were solicited on the proposed <br /> subdivision and the potential for a connector <br /> road between Pleasant Green -and Umstead Roads. <br /> The Durham District Office and the Graham <br /> District Office of the Department of <br /> Transportation divide responsibilities for design <br /> review, inspection, and maintenance of the <br /> subdivision roads at the county line. The roads <br /> must meet DOT specifications. <br /> Access to the proposed lots will be restricted to <br /> the new subdivision roads. Based on <br /> recommendations from Durham Transportation <br /> Planning and Orange County EMS, the Planning <br /> Staff proposes that the two cul-de-sacs on the <br /> north side of the entrance road, be joined to <br /> create an internal loop road. Such a connection <br /> will provide better access during emergencies. <br /> (Illustration an attachment to these minutes that <br /> shows how the loop may be accomplished) . <br /> Staff also had concerns with the configuration of <br /> lot 13. The proposed house site would be near the <br /> cul-de-sac on Laurel Creek Way, while the <br /> approved site for sewage disposal is <br /> approximately one quarter mile to the west at the <br /> northwest corner of the subdivision, across the <br /> AT&T and Duke Power rights-of-way. Staff <br /> recommends that lot 13 be deleted or recombined <br /> to achieve a more efficient and practical <br /> relationship between the proposed house site and <br /> the approved site for sewage disposal. <br /> The Concept Plan for Eno Woods was approved by <br /> the Planning Board in September 1994. The <br /> Planning Board's recommendation did not include <br /> the stubout requirement. The loop road was not <br /> considered with the Concept Plan; however, the <br /> proposed number of lots was not definite until <br /> the Preliminary Plan was prepared. <br />
