The proposed house site would be near the cul de <br /> sac on Laurel Creek Way, while the approved site for <br /> sewage disposal is approximately one quarter mile to <br /> the west at the northwest corner of the subdivision <br /> across the AT&T and Duke Power rights-of-way. Staff <br /> recommends that lot 13 be deleted or recombined to <br /> achieve a more efficient and practical relationship <br /> between the proposed house site and the approved site <br /> for sewage disposal. <br /> The NC Department of Environment, Health and Natural <br /> Resources, Division of Parks and Recreation submitted <br /> comments with regard to Eno River State Park. DEHNR <br /> Staff is concerned with stormwater runoff from the <br /> proposed development. <br /> The design for Eno Woods meets Orange County's <br /> requirements for stormwater management with larger <br /> lots, grassed swales, drainage easements, and a limit <br /> on impervious surface. If a structural stormwater <br /> control such as a detention pond were used, it would <br /> necessitate clearing and grading within the 100-foot <br /> buffer adjacent to the State Park. <br /> The Planning Board reviewed the Preliminary Plan on <br /> May 15. Discussion focused on the loop road recommenda- <br /> tion and soil suitability for sewage disposal. The <br /> Planning Board members voted (7 in favor, 3 opposed) <br /> to recommend approval of the plan without the loop <br /> road. Those opposed to the motion for approval cited <br /> concern for safety of the residents and emergency <br /> access. <br /> RECOMMNDATION: The Administration recommends approval of the <br /> Preliminary Plan for Eno Woods Subdivision as per the <br /> attached Resolution of Approval. The subdivision <br /> recommended for approval is consistent with the <br /> Planning Board recommendation and does not include <br /> connection of the two cul de sacs. <br />
