It is only economic tax base increase <br /> that helps the County keep up with schools. He would favor a <br /> different fee structure for the two hool districts. <br /> JOYCE PRZSLAR, resident of Oran County for twelve years and <br /> works in a local daycare said she 1 ed about the impact fee <br /> when she bought a mobile home for $3 00. She is in a lower <br /> income bracket and cannot afford the mpact fee. She thinks that <br /> a-sliding scale should be considered She is willing to pay taxes <br /> but does not think an impact fee is itable. There are a lot of <br /> rental units with children. She as that the Board keep their <br /> perspective and consider those who in the low income bracket. <br /> THOMAS PHILLIPS, resident of 1 dill for a short period <br /> of time said he moved from Batavia ch is one hour west of <br /> Chicago. In eight years Batavia we from a small community to a <br /> suburb of Chicago. They built thous a of new homes in that area <br /> and the schools became overcrowded. ey passed a bond issue <br /> every other year to build new school The taxes became so high <br /> that the people who originally lived n Batavia were forced to <br /> move. The result of losing a bond r erendum was to impose an <br /> impact fee - one for operating expen s and one for <br /> infrastructure. The same arguments re heard there. The real <br /> test of fairness is to ask if the i ct fee taxes original <br /> residents out of their homes. He d not believe that the impact <br /> fee is going to affect the affordabi ty of new homes. He feels <br /> that the developer will bring down price of land. He is in <br /> favor of this increase in the impact ee because he will know that <br /> in the future additional constructio of new schools will not <br /> raise his property tax. <br /> STS B. MORIARTY said that only reason he is against <br /> the impact fee is because he cannot ford it. He may have to <br /> default on a piece of property he pu ased because he does not <br /> have the money to pay the impact fee o move his trailer onto the <br /> property. He feels that the fact t he only makes $17,000 <br /> should not keep his from buying a ho or moving a trailer onto a <br /> piece of property. He would like to as a sliding scale. <br /> %KITH C00% spoke in favor of i easing the impact fee. He <br /> feels that something needs to be don for those individuals who <br /> don't make a lot of money -� 6ag of median income which would <br /> Probably be no more than 104 of the pulation.
