ARC,,Car rboro j
Orange County Commissioners 22 :
HARDSHIP MEASURES DESIRA$LE, We support whatever reasonable.
measures can be taken to mitigate the impact of any fee in cases of tru
hardship and in the interests of affordable housing. Unfortunately, littl
affordable housing is being built now and not because of the present or
proposed impact fees. A developer in Carrboro recently tried,to present
$200,000 housing as "affordable"!
OTHER REVENUE ALSO NEEDED. Unfortunately, it is likely that other
revenue sources are also needed to meet school needs. Fortunately, the e
ate several options available to reduce the need to depend on any single
source. We expect that increases in the general property tax, the speci if
Chapel Hill/Carrboro District tax, and the sales tax, if available, at we I
as a bond issue, may ali be necessary.
Get TER COORDINATION CAN HELP IN THE LONGER TERM. This is not an
easy time, but we are experiencing the consequences of rapid growth. iAe
ate encouraged that Orange County, the towns of Chapel Hill and Carrbor ,
the Chapel Hill/Carrboro School Board, and interested citizens including
Shop Overcrowding Schools (SOS) are all beginning to talk together about
hOw efforts can be better coordinated and managed. It is certainly not
fair to have the costs of growth born by the.children in inadequate
schools.
In summary, while we work out longer term solutions, please take
the important step of Increasing the impact fee to at least $1,500.
;
Thank you very much for your consideration.
Sincerely,
Ath-t ---.
