Please
allow us to express our support for an increase by letter. We would
appreciate your sharing this letter, with other Board members and enter ng
it;into the' record.
We are convinced that substantial increases in local revenue are
needed to pay for the impact of new rapid development on the Chapel
Hill/Carrboro City School System. An increased impact fee is an,
important part of the revenue mix.
INCREASE CHAPEL HILL/CARRBORO IMPACT FEE TO AT LEAST $11500. A
couple of years ago the Commissioners wisely established ark Impact fed
for new residgntial construction as a part of a plan to pay for needed n
facilities. The fee was set at $750 for new houses throughout the coup .
The fee has been an important source of revenue, but it Is now clear tha
itis too low. We urge you to raise it to at least $1,5 00 per new residen ce
for the Chapel Hilt/Carrboro school district.
i
$FPARATE CHAPEL•HIWCARRBORO AND ORANGE COUNTY FEES, IF
NECESSARY. If-the increase is not needed and/or desired in the Orange
County school district, then we urge you to increase the fee only for the
Capel Hill/Carrboro district.
IMPACT FEE STUDY ALSO NEEDED. it is clear to us that the situation wo Id
justify a substantially different fee producing greater revenue. It cout
be a larger flat fee or one scaled to the size and impact of.particular
types of houses. Given the importance of having a sound basis for this
type of fee, we urge the Board to proceed'with a study over the summer of
the most appropriate and effective type and size of impart fee.
